On 5 December 2025, the SOTERIA project hosted a dynamic online stakeholder validation workshop. The event was organised by CORTE in collaboration with project partners and focused on the development of policy recommendations for the deployment of innovative solutions for improving road safety of vulnerable road users (VRUs) in EU cities. This is the second in the series of stakeholder workshop dedicated to developing SOTERIA policy recommendations. The objective of the workshop was to validate the input received during the first workshop organised in May 2025, and identify a list of possible actions with the aim to formulate final recommendations. The final document will be submitted to the European Commission in support of Vision Zero. About the workshop The aim of the workshop was to deliver policy recommendations to facilitate the deployment of safe solutions for VRUs in EU cities on the following four aspects: - Technological interventions
- Infrastructure interventions
- Training and awareness interventions
- Policy, regulatory and legal interventions
What’s next?
SOTERIA is working on the report that will reflect the outcomes of this workshop and support Vision Zero.
Some of the key recommendations include:
- Equipping VRUs with sensory kits or devices to collect data on near-misses and to improve thier visibility;
- Reinforcing training efforts for VRUs and other road users—starting in schools and continuing through driving schools and marketplaces;
- Raising awareness about helmet and headphone use among VRUs;
- Implementing and strictly enforcing 30 km/h speed limits especially in areas with high VRU concentration;
- Developing pedestrian-friendly vehicle designs and promoting use of smaller vehicles in cities; and
- Developing road infrastructure that is forgiving and self-explaining.

We have already launched our collaboration with the Intellectual Asset Management and Dissemination Support, while the Audio-Visual Support service will start in December to boost the presentation of our solutions and results in the Horizon Results Platform. We’re excited to announce that the EU Road Safety Cluster is growing! Four new projects - CAMBER, EvoRoads, iDriving ,SAFETeen - are now part of our cluster of EU (co-)funded initiatives working to advance road safety and automated mobility in complex urban environments.
CAMBER aims to develop and demonstrate improved safety monitoring across urban and secondary rural road networks by using real-time data to inform road maintenance systems and implementing cost-effective, proven interventions. EvoRoads develops a connectivity platform that digitalises transport infrastructure assets while enabling the seamless integration of safety assessment services. By leveraging advanced artificial intelligence, EVOROADS analyses infrastructure monitoring data across multiple geospatial scales, providing proactive risk alerts and supporting road operators in managing maintenance more effectively, thereby enhancing both safety and operational efficiency. iDriving aims to support road users, road managers, and other relevant authorities of urban and rural secondary roads by improving infrastructure through innovative, beyond-state-of-the-art technologies, enabling optimal monitoring, prediction, and warning capabilities to help Europe achieve its road safety goals. SAFETeen promotes learning and skills among secondary school students to improve hazard perception and balanced decision-making while commuting, through innovative pedagogical tools and ICT interventions tailor-made to their developmental affordances across different social contexts.

The SOTERIA project was proud to take part in the Urban Mobility Days 2025, held from 30 September to 2 October in Vilnius, Lithuania — the European Green Capital 2025. This flagship event brought together mobility experts, policymakers, city representatives, researchers, and innovators from across Europe to exchange insights and shape the future of sustainable urban mobility. Over three exciting days, our partners from Netcompany and Frontier Innovations had the opportunity to engage with a wide range of stakeholders who visited our exhibition stand. Together, we discussed today’s most pressing road safety challenges, showcased the innovative solutions developed within the SOTERIA project, and shared key findings from our demonstrations conducted in the project’s Living Labs. Through its co-creation approach, SOTERIA is developing solutions that not only enhance road safety but also foster the inclusive integration of micro-mobility in complex urban environments.
